Charles City Council to Consider First Reading of E-Bike Ordinance

In August, New Hampton City enacted a new ordinance aimed at increased safety for the operation Personal Transportation Devices (PTDs) in City limits.
The main focus: curbing reckless or unsafe riding of electric scooters and electric bikes that has increased the possibility of accidents for not only riders, but motorists and pedestrians as well.
The City of Charles City is also looking at the issue. During a City Council planning session last week, Police Chief Hugh Anderson reviewed a draft of its Personal Transport Vehicle (PTVs) ordinance, noting some E-bikes are more powerful and faster than a moped.
The draft of the ordinance addresses age restrictions, helmet requirements, and limiting the speed of E-bikes on trails to 15 mph. It would also set limitations on PTVs in and around the downtown Main Street district, though Anderson said officers would have discretion on enforcing any boundaries they establish.
Councilman Patrick Lumley would like to see fines for parents of kids who violate the possible ordinance, referencing the penalties established in Waukee.
While any ordinance means more restrictions for PTVs, Mayor Dean Andrews added that there are enforceable rules already on the books.
Because it was a planning meeting, the Council could take no official action, but the first reading of the ordinance is on the agenda for Monday’s (Oct. 5) regular Council meeting at 6 PM. Any ordinance must pass three readings to become official.
Also on the agenda, the Council will take up the third reading of an ordinance that, if approved, would allow ownership of urban chickens within City limits.
