North Iowa Man Charged in Head-On Collision That Severely Injured 18-Year-Old

A north Iowa man has been charged in connection with a head-on collision two months ago that seriously injured the 18-year-old driver of the other vehicle.
The Iowa State Patrol said the crash occurred about 11 PM July 25th near mile marker 206, along Highway 18, just outside of Floyd. A Chevy Silverado, driven by 43-year-old Curtis Carr of Osage, was traveling westbound in the eastbound lanes when it struck an eastbound Nissan Rogue, driven by 18-year-old Lilly Moen of Rockford, head-on in the outside lane.
The ISP said both Carr and Moen suffered serious injuries and were transported by AMR Ambulance to MercyOne North Iowa Medical Center in Mason City. Both were wearing seatbelts, which ISP said saved their lives.
Moen’s mother, Amber Mill, says her daughter was hospitalized for about two months before she went home. And, while Lilly is doing well, she still has a long road to recovery. A GoFundMe account has been established on behalf of Moen to help offset medical expenses. As of noon Friday (Sept. 25), about $10.400 had been raised towards a goal of $11,000.
Court records show ISP filed a criminal complaint against Carr September 17th, charging him with serious injury by vehicle, a Class D felony. ISP says Carr was suspected to be under the influence of alcohol, and a search warrant was granted for a blood test, with results allegedly indicating Carr’s BAC was .119%, almost one-a-half times the legal limit.
At about 11 PM Monday (Sept. 21) night, the Floyd County Sheriff’s Office arrested Carr, who posted a surety bond of $5,300 on Tuesday (09.22) to be released from the Floyd County Jail.
He is slated for an initial appearance in Floyd County District Court on October 19th.
