Northeast Iowa Teacher Among Four People Arrested in Online Predator Investigation

A northeast Iowa teacher is among four subjects arrested in connection with an undercover operation targeting online predators.

In a press release, the Manchester Police Department (MPD) says, in September, they initiated Operation “Castle” targeting predators online, using an undercover (UC) officer posing as a 15-year-old, with defendants aware that any sexual actions suggested would be illegal. 

Still, Manchester Police say the individuals arrested suggested sexual activity under their own accord, sent unsolicited nude photographs, and suggested discreet meetings with the UC officer. Investigators say suspects were also found in possession of several items, sexual in nature, to further promote the intent of the cases. 

All four were taken into custody without incident including 32-year-old Alex LaFrenz, a band teacher in the Turkey Valley School District. He has been charged with grooming and enticing a minor under 16 for sexual purpose,  Class D felonies, and exhibition of obscene material to a minor, a serious misdemeanor.

Also arrested facing similar charges are 38-year-old Craig Conrad of Epworth, 41-year-old Seth Chambers of Dubuque and 56-year-old William Bockenstedt of New Vienna, a former fire chief.

MPD says four other cases are being evaluated and more charges may be pending following further forensic investigation.

LaFrenz was released from the Delaware County Jail after posting bail of a $5,000 surety bond Monday (11.24) morning.

Turkey Valley Superintendent Erik Smith issued the following statement to families in the school district: The Turkey Valley Community School District is aware of the arrest of one of our staff members. The employee has been placed on leave pending further investigation.  While there is no reason to believe this matter has any connection to the District, we are cooperating with law enforcement.
