Charles City Man Gets Plea Deal in ’23 Christmas Eve Assault

A Charles City man has agreed to a plea deal in connection with a Christmas Eve assault on a woman and child.

Charles City Police arrested 42-year-old Joseph Hill after he was accused of getting into a physical fight with the mother of his child on December 24, 2023.  CCPD says the child tried to intervene and got punched repeatedly in the head and arm.

According to the criminal complaint, Hill also reached inside a vehicle, pinned the arm of his child’s mother, and grabbed her by the neck hard enough to impair normal breathing and leave marks.  The woman was taken to the emergency room for treatment.

Hill had been scheduled to stand trial for first-degree burglary, domestic assault-strangulation, and two counts of child endangerment.  He’s now pleaded guilty to a reduced charge of domestic abuse assault, with the remaining charges dismissed.

Hill has been sentenced to two years of supervised probation, ordered to complete the Iowa Domestic Abuse Program, and pay a fine of $430.
