Floyd County Officials Spar Over Legal, Illegal Meeting

Floyd County officials are again debating actions of the County’s Planning and Zoning Commission.
During their regular meeting Monday (07.17), the Board of Supervisors agenda included consideration of a zoning change that would allow the development of a campground by Dallas Kuper, about seven miles east of Charles City.
Board Chair Mark Kuhn said Supervisors could not act on the P&Z approval recommendation because the Commission meeting at which the project was discussed was not a legal meeting. Among the issues, Kuhn cited the lack of an official agenda by P&Z at least 24 hours before the meeting on June 12.
Kuhn laid blame for the missteps “at the feet of Zoning Administrator Jeff Sherman, assistant Jen Solomon and P&Z Chair, Dean Tjaden.”
Supervisors voted 3-0 to not take any action on the campground zoning and directed the P&Z Commission to start the process over.
In May, Kuhn questioned why P&Z had taken so long to schedule a public hearing on a proposed ordinance aimed at restrictions for the building of two underground carbon pipelines in the County.
The ordinance, drafted by Tim Whipple with Ahlers and Cooney PC, who was hired by the County, was delivered to P&Z commissioners April 7th, but the first P&Z public hearing on the measure was held on June 13th.
