Northeast Iowa Man Arrested on Harassment Charges

A northeast Iowa man was arrested early Thursday morning on multiple harassment charges.
The Winneshiek County Sheriff’s Office says they received a report just after 2 a.m. Thursday of a vehicle tearing around a citizens property north of Decorah on County Road W40. The citizen was also being harassed by the driver, later identified as 51-year-old Cory Folstad of Decorah.
Folstad was taken into custody, charged with first-degree harassment of the citizen and first-degree harassment of a public official, plus third-degree criminal mischief, all aggravated misdemeanors. He was also charged with driving while license revoked or suspended, a serious misdemeanor; and cited for reckless driving.
Court records show Folstad was arrested on February 19th for possession of a controlled substance – marijuana, second offense, a serious misdemeanor. Authorities say Folstad had sawed off the door handle to gain entrance into a Decorah apartment and as he searching for something in his pocket while talking to officers, pulled out a pipe loaded with marijuana. The criminal complaint indicated more charges could be coming against Folstad in that arrest.
