Charles City Man Arrested on Eight Charges

A Charles City man is facing more than half a dozen charges following his arrest Monday.

The Charles City Police Department says 29-year-old Franklin Foster was taken into custody shortly after 6 p.m. in the 500 block of South Main Street. Foster was wanted on multiple warrants including two counts of first-degree robbery and two counts of first-degree burglary, all Class B felonies. Foster is also charged with two counts of tampering with a witness, both aggravated misdemeanors; and four counts of false imprisonment, all serious misdemeanors.

According to court documents, Foster is accused of breaking into two apartments on Gilbert Street in Charles City last week, displaying a handgun and a box cutter-style knife while stealing money from the victims, holding them hostage and threatening to kill them. 

Authorities say while he was being questioned about his involvement in the incidents, Foster offered an alibi that involved other individuals. During their follow up investigation of Foster’s alibis, law enforcement determined that Foster threatened to kill or harm the families of those individuals if they told the truth.

Bail for Foster was set at $106,000 cash and a preliminary hearing is scheduled for January 21st in Floyd County District Court.
