...Significant Wind, Blowing Snow, and Some Whiteouts Expected
Today...

.A winter storm will bring accumulating snow and strong winds to
the region today. Winds will gust to 30 to 50 mph with the
strongest wind gusts 40 to 50 mph west of the Mississippi River
this morning. Combined with falling snow, these strong winds will
lead to reductions in visibility with some whiteout conditions,
especially in rural, open areas. Accumulating snow will be highest
north of I-94 where a total of 3 to 6 inches is expected.
Generally 1 to 3 inches expected between I-90 and I-94 with an
inch or less south of I-90.

There will be travel impacts, including the morning commute. Plan
now and check road conditions and the latest forecast before
heading out. Be prepared to adjust travel if conditions warrant
it. Isolated power outages will be possible.

TO 3 PM CST THURSDAY...

* WHAT...For the Winter Weather Advisory, snow. Additional snow
  accumulations of up to a half inch. Total snow accumulations of
  around 1 inch. Winds gusting as high as 50 mph. For the Wind
  Chill Advisory, very cold wind chills expected. Wind chills as
  low as 30 below zero.

* WHERE...Portions of north central and northeast Iowa and
  southeast Minnesota.

* WHEN...For the Winter Weather Advisory, until 6 PM CST this
  evening. For the Wind Chill Advisory, from 9 PM this evening
  to 3 PM CST Thursday.

* IMPACTS...Plan on slippery road conditions. Patchy blowing snow
  could significantly reduce visibility. The hazardous conditions
  could impact the morning or evening commute. Gusty winds could
  bring down tree branches. The cold wind chills tonight could
  cause frostbite on exposed skin in as little as 30 minutes.

Slow down and use caution while traveling.

Use caution while traveling outside. Wear appropriate clothing, a
hat, and gloves.

...Bitter Cold Conditions into Thursday Morning...

.Strong winds will persist this morning, producing shallow blowing
snow northeast. The primary weather story will turn to bitter cold
temperatures and wind chills however. Wind Chill Advisories are
already in effect this morning from central into northwest Iowa,
with Wind Chill Advisories and below zero temperatures across the
entire area by early Thursday morning.

  Winds gusting as high as 50 mph. For the Wind Chill Advisory,
  very cold wind chills expected. Wind chills as low as 30 below
  zero.

* WHERE...Portions of northeast Iowa.

* WHEN...For the Winter Weather Advisory, until noon CST today.
  For the Wind Chill Advisory, from 6 PM this evening to noon
  CST Thursday.

* IMPACTS...Plan on slippery road conditions. Areas of shallow
  blowing snow could produce minor visibility restrictions along
  with slick and snow covered roads. The hazardous conditions
  could impact the morning commute. The dangerously cold wind
  chills could cause frostbite on exposed skin in as little as 10
  minutes.
